The Open University of Tanzania
The Open University of Tanzania (OUT) (Swahili: Chuo Kikuu Huria cha Tanzania) is a distance learning public university in Tanzania and the largest by the number of students. It was established by an Act of Parliament No. 17 of 1992. It is a single mode institution offering certificate, diploma and degree courses through distance learning. Its headquarters is situated in Dar es Salaam, Tanzania, and conducts its operations through 30 Regional Centres and 70 Study Centres. The university has a capacity of approximately 70,000 students both local and international ones.

READ THIS BEFORE COUNTING ON A LOAN, BECAUSE IT AFFECTS OUT STUDENTS MORE THAN ANY OTHERS: HESLB EXCLUDES APPLICANTS EMPLOYED UNDER AN ESTABLISHED CONTRACT, and it caps applicants at 35 years old. OUT's distance model is built precisely for working adults, so a substantial share of its students may be ineligible for the national loan scheme altogether. Check your own eligibility carefully rather than assuming, and plan on self-funding from continued earnings if you are employed. THE GOOD NEWS IS THAT OUT IS STRUCTURALLY THE CHEAPEST ROUTE TO A TANZANIAN DEGREE even so: you avoid relocation, avoid accommodation costs entirely, and if employed you keep earning throughout. Budget instead for reliable internet access and travel to regional centres for examinations or contact sessions. The TZS 20,000 annual TCU quality assurance fee still applies.
Admissions
- UNDERSTAND THE DELIVERY MODE FIRST. OUT is an open and DISTANCE learning institution. That demands substantially more self-direction than campus study, with less peer contact and less imposed structure. It suits some learners very well and others poorly — be honest with yourself about which you are.
- Apply DIRECTLY to the university. DIRECT ENTRY: two ACSEE principal passes at E or above totalling 4.0 points. EQUIVALENT ENTRY via Ordinary Diploma or NTA Level 6 has its own annual TCU guidebook.
- ASK WHETHER MATURE-ENTRY OR RECOGNITION-OF-PRIOR-LEARNING ROUTES EXIST. Open universities frequently operate them and they would be materially useful if you have work experience but not the standard qualifications. This was not established for OUT.
- Ask about the regional study centre network and which centre serves your area — it determines where you sit examinations and attend any contact sessions.
